Kerala aims to be complete e-literate State by 2016


Trivandrum: Kerala has launched an ambitious project that aims to make the State 100% e-Literate by 2016. Prime Minister, Dr. Manmohan Singh launched the total e-literacy programme of Kerala Government being implemented under P N Panicker Vikas Vigyan Kendra, at a function held in Thiruvananthapuram on January 04, 2014.

Inaugurating the campaign, the Prime Minister said, “This was an initiative which could be taken across the country. The fact that Kerala took an early lead in literacy has in turn helped it do well in the other dimensions of human development. Initiatives like the e-Literacy project will help us in realising the full potential of Information and Communication Technology (ICT) in decentralised governance, in better delivery of services, particularly education, in financial inclusion, and in e-commerce. The total e-literacy programme to be implemented using ICT tools will help in reducing the digital divide. This will contribute to improve the standard of living of the underprivileged in the State.”

The success of the literacy movement in Kerala owes much to late P N Panicker. His initiative, the Grandhasala Sangham, ignited a popular cultural movement in Kerala at the end of which the State acquired total literacy in the 1990s. The Grandhasala Sangham began with 47 libraries in 1945 has grown into a network of more than 6,000 libraries spreading across Kerala.

Commending the State Government for setting up an institution to perpetuate Panicker’s memory, the PM said that the P N Panicker Vigyan Vikas Kendra is taking the lead to make Kerala the first e-literate state of the country, in collaboration with the Central and State Governments and civil society organisations.

Earlier, in his address, Chief Minister Shri Oommen Chandy said the programme was aimed at achieving total e-literacy in the State in 33 months, marching from total literacy to complete literacy. In its first phase, the campaign would cover 100 Panchayats across Kerala.

Kerala Governor, Shri Nikhil Kumar; Minister of State for HRD, Shri Shashi Tharoor; Rajya Sabha Deputy Chairperson, Shri P J Kuiren; Education Minister, Shri P K Abdu Rabb; Labour Minister Shri Shibu Baby John and Vice Chairman of PN Panicker Vigyan Vikas Kendra, N Balagopal were among those present on the occasion.
