Kerala Budget 2016-17 allocates Rs. 482.87 crores for IT & e-Governance


Trivandrum: Presenting the last budget of the present UDF Government, Chief Minister Shri Oommen Chandy has provided a total outlay of Rs. 482.87 crores for developing Information Technology and e-Governance in the State.

The main allocations are: Rs. 94.59 crores for the Kerala State Information Technology Mission (KSITM), Rs. 3 crores for Akshaya Project, Rs. 36.15 crores for National e-Governance Action Plan, Rs. 20.5 crores for the Indian Institute of Information Technology & Management – Kerala (IIITM-K), Rs. 2.2 crores for International Centre for Free & Open Source Software (ICFOSS), Rs. 76 crores for Technopark at Thiruvananthapuram, Rs.61.61 crores for Infopark, Kochi; Rs. 25.68 crores for Cyberpark, Kozhikode; Rs. 57.8 crores for Kerala State Information Technology Infrastructure Limited (KSITIL) and Rs. 5 crores for Indian Institute of Information Technology – Kerala (IIIT-K) at Pala.

A Knowledge City is proposed to be established in Thiruvananthapuram based on the proposal by Dr. Sam Pitroda. The focus areas of this project are knowledge activities with high IP value creation like research and development, high end analytics, product design, health care, Pharma, Electronics, Bio-Technology etc. The IT Department has identified 100 to 150 acres of land at Technocity in Pallippuram owned by Technopark. The project is proposed to be implemented in PPP mode.

An amount of Rs. 60 crores is proposed to Technopark to set up a new technology innovation park. This will be in addition to the high Technology innovation park already started in KINFRA at Kalamassery.

In order to promote youth entrepreneurship development, an amount of Rs.40 crores is provided mainly for Raspberry Pi Programme (Rs.6.33 crores), Start-up Box Campaign (Rs.1 crores), Start-up Boot camp (Rs.2 crores) and Grass Route level entrepreneurship development Programmes for Schools and Colleges (Rs.2.81 crores). An amount of Rs.25 crores is provided for 1,000 start-ups in the year 2016-17.

The Chief Minister said that Kerala could make significant achievements in social and economic sector due to the success of IT based industrial entrepreneurships. IT exports during the last financial year was more than Rs.11,000 crores and it will be approximately Rs.15, 000 crores this year (2015-16). He also announced that a Cyber Park will be started in Chengannoor this year.
